〜構えだ (~kamae da) — is poised / determined to ~
Nothing is formally decided yet, but one side has taken its stance and stands ready to do ~.
Formula (सूत्र ढाँचा)
Grammar rule (व्याकरण नियम र परिभाषा)
When to use it
- In the news the same word shows that one side (a party, a company, a union, residents, the defence in court) has taken a stance and stands ready to act: 「被告側は、裁判で全面的に争う構えです」— 'the defence is set to fight the case on every point'.
- You hear it a lot in news on politics, labour disputes, lawsuits, company rivalry and sport, and 「〜も辞さない構え」(ready even to go as far as ~) is a set phrase.
Meaning
In sumo or kendo, before striking, a player sets their body and stands ready — that stance is called 「構え」.
How to attach
- Attach it straight to a verb's dictionary form (争う構え・増やす構え).
- To stress the stance being shown, the news also says 「〜構えを見せている」.
Versus what you know
- N3「〜つもりだ」is a thought in one's own head, and 「〜ようとする」is the moment of trying to do it; 「構えだ」is the stance and readiness visible from outside — not done yet, and not formally decided either.
- It is one step less certain than the next point's 「方針を固めた」(an organisation has fixed its policy): only 'attitude and readiness'.
Watch out
The key rule: the subject must always be a person or organisation with a will — it is not used for weather, prices or events like 「円安が続く構え」(that is 見通し), and it is a report about others, never said about yourself.

「〜も辞さない構え」is a set phrase: 裁判も辞さない構え = ready even to go to court. 構え is a noun, so it needs 「辞さない」in front; 「辞さず」, 「辞すれば」and 「辞して」can't come before a noun.
