〜と言っても過言ではない (~to itte mo kagon de wa nai) — it is no exaggeration to say ~
Making a big claim while staying safe — 'this is no exaggeration' — in articles and speeches.
Formula (सूत्र ढाँचा)
Grammar rule (व्याकरण नियम र परिभाषा)
When to use it
In a magazine article about life in Japan, an NHK programme or the boss's speech at a company year-end party you hear 「コンビニは日本人の生活を支えていると言っても過言ではない」— 'it is no exaggeration to say convenience stores hold up Japanese daily life.'
Meaning
- 「過言」= saying too much, overstatement.
- The writer wants to make a big claim, and by adding 'this is not overstating it' they make it both stronger and safer.
How to attach
- Attach 「と言っても過言ではない」after the plain form; after a noun or な-adjective you may keep or drop 「だ」(おかげだと/おかげと).
- In a speech it becomes 「過言ではありません」, and in speech you may also hear 「言い過ぎじゃない」.
Versus what you know
- N2Don't mix it up with the 「〜といっても」— that goes the other way: 「料理ができるといっても、カレーだけだ」(I can cook, but only curry) shrinks what was said. Here, once you reach 「過言ではない」, the claim grows bigger.
- The N1 「〜でなくてなんだろう」is also a strong claim, but emotional and question-shaped; 「〜と言っても過言ではない」is calm, fits any article and is easy to use.
Watch out
The key rule: what comes in front must be an evaluation that could sound too big — with a plain fact like 「今日は日曜日だと言っても過言ではない」it makes no sense.
Examples (उदाहरणहरू)
コンビニは、今や日本人の生活を支えていると言っても過言ではない。
コンビニは、いまやにほんじんのせいかつをささえているといってもかごんではない。
It is no exaggeration to say that convenience stores now support the daily lives of Japanese people.
How it is built (कसरी बन्यो) コンビニは = convenience stores → 今や = these days → 日本人の生活を支えている = support Japanese people's lives (plain form) → 「と言っても過言ではない」= it's no exaggeration to say (a big claim, but a safe one).
この一年の売り上げの伸びは、皆さんの努力のおかげと言っても過言ではありません。
このいちねんのうりあげののびは、みなさんのどりょくのおかげといってもかごんではありません。
It is no exaggeration to say this year's sales growth is thanks to all of your hard work.
How it is built (कसरी बन्यो) この一年の売り上げの伸び = this year's sales growth → 皆さんの努力のおかげ = the fruit of your hard work (N) → drop 「だ」 and attach 「と言っても過言ではありません」 directly = it's no exaggeration to say (polite speech form).
職場では、敬語の使い方が評価を左右すると言っても過言ではない。
しょくばでは、けいごのつかいかたがひょうかをさゆうするといってもかごんではない。
At work, it is no exaggeration to say that how you use keigo decides how you are judged.
How it is built (कसरी बन्यो) 職場では = at work → 敬語の使い方 = how you use keigo → 評価を左右する = decides how you are judged (plain form) → 「と言っても過言ではない」= it's no exaggeration to say.
Knowledge check (मिनी ज्ञान जाँच)
「富士山は日本の象徴_言っても過言ではない。」— fill the blank.
💡 Hint: 'to say that ~' — the quoting particle.
N + (だ) + と言っても過言ではない. 象徴と言っても = even saying it is the symbol.
Which sentence is unnatural?
💡 Hint: Something that could sound overstated, or a plain fact?
と言っても過言ではない needs a big-sounding judgement. 'Today is Sunday' is a plain fact — there is nothing to overstate.
What does 「AはBと言っても過言ではない」mean?
💡 Hint: 過言 = saying too much.
過言ではない = not an overstatement → 'calling A B is fair' (a strong claim). 'I said it, but it's not that much' is the N2 plain 「といっても」.
