When to use it
- On the TV news: 「台風の被害は、九州にとどまらず、関西にも広がった」— 'the typhoon damage was not limited to Kyushu; it spread to Kansai too'.
- It is formal, written Japanese — news, speeches, reports.
Meaning
- 「とどまる」means 'to stop, to stay put', so 「〜にとどまらず」= it did not stop inside ~ but reached a wider area.
- It carries a picture of crossing a boundary and spreading — from an area, a level, or an action (意見を言うにとどまらず = not stopping at giving an opinion).
- The opposite, 「〜にとどまる」, appears in the news for 'stayed at only' (2％にとどまった).
How to attach
- Straight after a noun, or a verb in dictionary form
- The second half usually has 「も」or 「まで」, and it must be a wider range than the first.
Versus what you know
N2「〜に限らず」and 「〜のみならず」are close in meaning ('not only ~'), but 「にとどまらず」has the picture of crossing a boundary and spreading.
Watch out
To tell a friend 'I ate not only ramen but sushi too', 「だけじゃなくて」is the right choice.

かれはいけんをいうにとどまらず、じぶんでかいぜんあんまでつくった。
He did not stop at giving his opinion; he even drew up an improvement plan himself.
How it is built (कसरी बन्यो) 意見を言う = to give an opinion (dictionary form) → 「にとどまらず」 = not stopping at just that → 改善案まで = even an improvement plan → 作った = made.
