When to use it

When you look for work in Japan, the 「スタッフ募集」sheet on a supermarket or コンビニ door almost always says 「年齢・経験・国籍を問わず、やる気のある方、大歓迎！」.
It is written language — ads, notices, rules. Say 「年齢を問わず」to a friend and it sounds stiff; there 「年齢に関係なく」is right.

Meaning

「〜を問わず」= 'that is not asked, any is fine' — whatever your age, with or without experience, from whichever country.
What follows is usually 'anyone can / open to all': だれでも参加できます・募集します.

How to attach

N + を問わず — nothing else.
The noun must be a word with a wide range (年齢・国籍・天候・季節) or an opposite pair (男女・内外・有無・昼夜).
At the end of a sentence it also appears as 「性別は問いません」(gender is not asked).

Versus what you know

Until now you said 「年齢に関係なく」or「だれでも」— the meaning is the same, but 「を問わず」is written language.

Watch out

Verbs and 「〜かどうか」do not attach — 「来る来ないを問わず」is wrong; for that there is the next point, 「にかかわらず」.

How it is built (कसरी बन्यो) 年齢・経験 = age, experience (N covering a wide range) → we attach 「を問わず」 directly → then the sentence saying "open to everyone": 募集しています.

この仕事は男女を問わず、だれでも応募できます。

このしごとはだんじょをとわず、だれでもおうぼできます。

Anyone can apply for this job, male or female.

How it is built (कसरी बन्यो) 男女 = men and women (a pair word) → 「を問わず」 → then だれでも〜できます = anyone can.

このコンビニは昼夜を問わず営業している。

このコンビニはちゅうやをとわずえいぎょうしている。

This convenience store is open day and night.

How it is built (कसरी बन्यो) 昼夜 = day and night (a pair word) → 「を問わず」 = whether day or night → then 営業している = is open.
