When to use it
- After you send in job papers you see the line 「書類審査の結果は、採否にかかわらず通知します」(we will inform you of the result whether you are hired or not).
- At the bank: 「振り込み手数料は金額にかかわらず無料」.
Meaning
- 「〜にかかわらず」= 'with no relation to that; whatever it is, the result is the same'.
- When you need 'whether you do it or not, either way', this is the one.
- What follows is 'the same for everyone': 一律〜円です・お知らせします.
How to attach
- Noun + にかかわらず: 距離・金額・国籍
- A verb pair: 「使う使わないにかかわらず」
- An adjective pair: 「いい悪いにかかわらず」「好き嫌いにかかわらず」
- 「〜かどうか」or「question word + か」: 「理由が何であるかにかかわらず」
- 「〜にかかわりなく」means exactly the same, a little more written.
Versus what you know
- The 「を問わず」you just learned takes nouns only.
- 「にかかわらず」takes nouns too, but also verb pairs, adjective pairs and 「〜かどうか」.
Watch out
- Add 「も」and make 「〜にもかかわらず」and the meaning changes — that is 「のに」(even though): 「雨にもかかわらず来た」= came despite the rain.
- Without 「も」, 「にかかわらず」= has no bearing.

How it is built (कसरी बन्यो) 採用する = to hire → we make the pair 「する・しない」 → 「にかかわらず」 = whichever it is → then the same action in both cases: お知らせします.

そうりょうは、にもつのおもさにかかわらずぜんこくいちりつ500えんです。
Shipping is a flat 500 yen nationwide regardless of the parcel's weight.
How it is built (कसरी बन्यो) 重さ = weight (an N that ranges from light to heavy) → 「にかかわらず」 → then 一律 = the same for everyone.

How it is built (कसरी बन्यो) 参加するかどうか = whether you take part or not → 「にかかわりなく」 (=にかかわらず) → then what you must do either way: 返事をください.
