When the subject is new information or you are asking "who/what," 「が」is used instead of 「は」. In particular, when a question word like 「だれ」(who) or 「なに」(what) is the subject, it always takes 「が」, never 「は」. The answer marks that same subject with 「が」as well.

dare ga kimasu ka.

ともだちが来ます。
tomodachi ga kimasu.
