    〜としている (~to shite iru) — (the source) says / maintains that ~

The last line of a news story: the police, company or office says ~ — the source's claim, not the reporter's.

    Formula (सूत्र ढाँचा)

    Verb V普通形 + としている
    い-adj い-adj + としている
    な-adj な-adj + だ + としている
    N N + だ + としている

    Grammar rule (व्याकरण नियम र परिभाषा)

    When to use it

    • Look at the last sentence of almost any news story: 「警察は、事故の詳しい原因を調べるとしています」— 'the police say they will investigate the detailed cause of the accident'.
    • Visas, taxes, weather or a company apology — you will see it at the end of every kind of news.

    Meaning

「〜としている」says: a named source (the police, the weather agency, a company, the city, immigration) has said ~ or holds that position — the reporter hasn't confirmed it, so the responsibility stays with the source.

    How to attach

    • Attach it straight to the plain form; after a noun or な-adj use 「だ」(必要だとしている), though headlines sometimes drop 「だ」; it also follows a quotation in 「」directly.
    • For the moment of the announcement itself the news also says 「〜とした」.

    Versus what you know

    • N4It is like the 「〜と言っている」, but it covers not only spoken words but also written announcements and official positions.
    • Don't confuse it with 「〜とされる」from L23: 「とされる」= it is generally held, and you can't see who said it; with 「としている」the source — 「警察は」「同社は」— is always clear.

    Watch out

    • One more trap: 「始めようとしている」(is about to start) — 「としている」after the volitional form is a completely different meaning; here it follows the plain form (再開するとしている).
    • The key rule: it is not used when you talk about yourself, and it is never the reporter's own judgement.

    Examples (उदाहरणहरू)

    警察は、事故の詳しい原因を調べるとしています。

    けいさつは、じこのくわしいげんいんをしらべるとしています。

The police say they will investigate the detailed cause of the accident.

How it is built (कसरी बन्यो) 警察は = the police (a named source) → 調べる = to investigate (plain form) → 「としています」= the police have said this → a typical form for the last sentence of a news report.

    出入国在留管理庁は、申請の受付を来月から再開するとしている。

    しゅつにゅうこくざいりゅうかんりちょうは、しんせいのうけつけをらいげつからさいかいするとしている。

The Immigration Services Agency says it will resume accepting applications from next month.

How it is built (कसरी बन्यो) 出入国在留管理庁 = the immigration agency (the source) → 再開する = to resume → 「としている」= the agency's announcement → read it as "the agency's own words, not the reporter's".

    同社は、「個人情報の流出は確認されていない」としている。

    どうしゃは、「こじんじょうほうのりゅうしゅつはかくにんされていない」としている。

The company says that "no leak of personal information has been confirmed."

How it is built (कसरी बन्यो) 同社 = the company (the source) → inside 「」 are the company's words → attach 「としている」 directly → the reporter hasn't confirmed whether there really was a leak.

    Knowledge check (मिनी ज्ञान जाँच)

    Question: 1/3

    「市は、災害時の避難所の数は十分__としている。」— fill the blank.

💡 Hint: 十分 is a な-adj; the claim ends here.
