When to use it

You are apartment-hunting and a friend asks 「駅から近いほうがいい?」— you: 「そりゃ、近いに越したことはないけど、家賃もあるからね」— 'closer is obviously better, but there is the rent too'.

Meaning

「〜に越したことはない」= 'naturally, ~ is best, nothing beats it'.
Yet it is not a strict must — only easy advice, 'if it can be so, all the better': 「旅行の荷物は軽いに越したことはない」「知らない番号からの電話は、用心するに越したことはない」.
Because it states a general truth 'for anyone, always', 「けど」「が」often follows with 'but in reality…'.

How to attach

Present plain form only: dictionary form (用心するに越したことはない), い-adj (安いに越したことはない)
な-adj and N with だ→である: 簡単であるに越したことはない・健康であるに越したことはない
In speech a noun or な-adj can also attach directly: 用心に越したことはない・安全に越したことはない

Versus what you know

N4「〜ほうがいい」is advice to one person in one situation ('you should sleep early tonight').
N3「〜ほど〜はない」(日本の夏ほど暑いものはない) is a comparison, 'nothing is as ~ as this'; it is not advice.

Watch out

No past form (安かったに).
A な-adj with 「だ」(簡単だに) is wrong — it needs である.

When you move, the less stuff you have, the better.

How it is built (कसरी बन्यो) 少ない = few/little (い-adj) → attach 「に越したことはない」 to it as it is → "less is best; nothing beats it" → common advice everyone agrees with.

知らない番号からの電話は、用心するに越したことはない。

しらないばんごうからのでんわは、ようじんするにこしたことはない。

With a call from an unknown number, you can't be too careful.

How it is built (कसरी बन्यो) 用心する = to be careful → 「に越したことはない」 on the V辞書形 as it is → "being careful is best" → not "you must", but "it's good to do so".

アルバイトの給料は高いに越したことはないが、通いやすさも大切だ。

アルバイトのきゅうりょうはたかいにこしたことはないが、かよいやすさもたいせつだ。

A higher part-time wage is obviously better, but an easy commute matters too.

How it is built (कसरी बन्यो) 高い = high (い-adj) → 「に越したことはない」 → 「が」 adds "but…" → then the real situation: other things need looking at too.
