「V dictionary form + のを 忘れました」= I forgot to do it, so the action never happened. 忘れます takes を, not が. Using the plain past changes the meaning: 「〜たのを 忘れました」= I forgot that I had done it. 「〜ことを 忘れました」usually means forgetting a fact you knew — 約束したことを 忘れました is "I forgot about the promise". To tell someone not to forget, say 「〜のを 忘れないで ください」.
