〜こととする (~koto to suru) — (we) have decided to ~ (official)

The official version of N3 「ことにする」— an organisation formally announcing its own decision.

    Formula (सूत्र ढाँचा)

    V辞書形/Vない + こととする

    Grammar rule (व्याकरण नियम र परिभाषा)

    When to use it

On a morning of heavy snow, open the website of the city office or a shop and you see a notice like 「本日の窓口業務は正午で終了することといたします」— 'we have decided to close today's counter service at noon.'

    Meaning

    • It means the same as the N3 「〜ことにする」(明日から走ることにした) — 'to decide to do'; but swapping 「に」for 「と」changes the sound: not personal, but an organisation's official, final decision.
    • The one deciding is the speaking organisation itself (we) — in the next point, 「こととなる」, it sounds as if others or circumstances decided.

    How to attach

    • Attach 「こととする」to a verb's dictionary form or ない form (終了することとする・開催しないこととする).
    • Notices mostly use 「こととします」「こととしました」, or the even humbler 「ことといたします」.

    Versus what you know

And the difference from this lesson's 「ものとする」: that is a standing rule written into a contract; this is an announcement of a new decision, 'we have decided to do this'.

    Watch out

The key rule: only for things the speaker can decide — you can't 'decide' that it will rain — and for personal matters with a friend, plain 「ことにした」is right.
