When to use it
Open the immigration website or read a letter from the city office and phrases like 「在留資格の変更に係る申請」「住民税に係るお問い合わせ」are everywhere.
Meaning
- 「係る」is read 「かかる」(it sounds like 'takes time' 「かかる」, but the meaning is different) and it means 'relating to that topic'.
- In other words it does the job of the N3 「〜に関する」, but in even stiffer government language — forms, notices, contracts and laws.
How to attach
Attach 「に係る」after a noun, then straight away another noun: paperwork words like 手続き・費用・書類・申請.
Versus what you know
- N2Don't confuse it with the 「〜にかかわる」(命にかかわる): that shows a serious impact, like 'threatening your life'
- 「係る」has none of that weight — it is just a label stuck on a document saying 'this is about that topic'.
Watch out
The key rule: a noun always follows, and it is written government language only — with a friend, 「〜についての」or just 「〜の」is enough.

How it is built (कसरी बन्यो) 転居 = moving house (N) → 「に係る」= relating to it → a noun: 届け出 = the notification form → 14日以内に済ませてください = please complete it within 14 days.

に係る is a word of official writing. With a friend, say 「昨日の飲み会の話」.
「この病気は、早く治療しないと命に＿＿。」— to say 'it can threaten your life', fill the blank.
💡 Hint: The form that shows a serious impact.
命にかかわる = serious enough to threaten life. 「係る」has no sense of serious impact and needs a paperwork noun after it; 「関する」and 「対する」can't end the sentence like this.
