When to use it

On the evening news: 「市は観光客を増やすべく、駅前に案内所を設けた」— 'To bring in more tourists, the city set up an information desk by the station.'
「べく」is the stiff language of news, speeches, reports and biographies; it is also used when someone shows firm resolve (「期待に応えるべく、努力する所存です」).

Meaning

「〜べく」= 'intending to do it, for that aim' (purpose).
What follows is a step the subject takes themselves: 努力した・調査を始めた・練習を続けている.

How to attach

Verb dictionary form + 「べく」: 取るべく・守るべく
「する」becomes 「するべく」or, more often, 「すべく」: 解決すべく

Versus what you know

N4It means the same as 「〜ために」(purpose); the difference is the clothing: 「ために」works anywhere.

Watch out

Only an action done on purpose can come before it — not something that just happens, like 「雨が止むべく」— and the subject is the same in both halves.
No command or request after it — 「合格するべく、勉強しなさい」is wrong; say 「合格するために勉強しなさい」.

How it is built (कसरी बन्यो) 減らす = to reduce → attach 「べく」 to the dictionary form → then the step the city itself took: 制度を作った (set up a program) — news style.

彼は介護福祉士の資格を取るべく、仕事の後も毎晩勉強を続けた。

かれはかいごふくししのしかくをとるべく、しごとのあともまいばんべんきょうをつづけた。

In order to qualify as a certified care worker, he kept studying every night, even after work.

How it is built (कसरी बन्यो) 資格を取る = to get a qualification → 「べく」 → then the effort he himself made: 毎晩勉強を続けた — the subject is the same (彼) before and after.

原因を明らかにすべく、会社は専門家による調査を始めた。

げんいんをあきらかにすべく、かいしゃはせんもんかによるちょうさをはじめた。

To get to the bottom of the cause, the company launched an investigation by experts.

How it is built (कसरी बन्यो) 明らかにする = to make clear → turn 「する」 into 「す」 → 「べく」: 明らかにすべく → then the step the company took: 調査を始めた.
