In the previous point, a question with a question word only needed か. Here it is different: a yes/no question, one with no question word, needs か どうか. The split is easy — if 何, だれ, どこ or いつ is there, use か; if not, use か どうか. Verbs and い-adjectives stay in the plain form (普通形) (来るか どうか, 正しいか どうか). The だ after a な-adjective or a noun drops (暇だ → 暇か どうか). どうか means "or not", so 来るか 来ないか is also possible, but か どうか is shorter and more common.
