Adding と いっても いいです to the plain form (普通形) makes a soft opinion: "you could say that…". It is built from 言います (to say) plus 〜ても いいです (it is fine to), so word for word it is "it is fine even to say it". The biggest trap is だ: と is the quoting particle, so だ stays after a な-adjective or a noun (便利だと, 学生だと). This is the exact opposite of か どうか above, where だ drops. With い-adjectives and verbs nothing is added (終わったと, 高いと). In writing it is usually the hiragana いっても.
