Putting は after a number or amount makes that number a **floor** — it will not be less than that. 一時間 かかります is just a fact; 一時間は かかります means "it takes at least an hour". It works with any amount: 三十分は 歩きます, 十万円は いります. Use it when you do not know the exact number but you do know it will not be under that. It is fine even if the sentence already has a は elsewhere (この 仕事は 一時間は かかります). Which to pick? Use は for "not less than this". Use も for the surprise of "a full that much!".
