There are two ways to attach it. For a verb, put it straight onto the dictionary form (辞書形) — 取る 必要が あります. For a noun, you need の — 手続きの 必要が あります. In the negative, は is usually used instead of が: 行く 必要は ありません (you do not need to go). Here is how it differs from なければ なりません: なければ なりません marks a duty on the person, "I have to do it", while 必要が あります describes an outside rule or situation, "this is needed". That is why you hear 必要が あります a lot when someone explains paperwork, visas, or a procedure at a hospital or an office.
