Meaning
A span of time — an hour, three years, two days — followed by 前に means "… ago": 一時間前に (an hour ago), 三年前に (three years ago).
Versus what you know
Look at the three 前に together: 食べる前に (verb, no の), ごはんの前に (noun, の), 一時間前に (span, no の).
Watch out
No の here ❌ (三年の前に ❌) — the span attaches straight to 前.
