Meaning

To report what someone said, use と言いました (said).
と = "that" here as well.

How to attach

Two ways: (1) the exact words in 「」, unchanged — 田中さんは「明日来ます」と言いました.
(2) a summary in your own words — plain form + と言いました: 先生は明日休みだと言いました (The teacher said tomorrow is a holiday).
The second way follows the と思います rule: plain form, だ after nouns / な-adjectives.

田中さんは「明日来ます」と言いました。

たなかさんは「あしたきます」といいました。

Tanaka said, "I will come tomorrow."

How it is built (कसरी बन्यो) 田中さんは ──> the exact words 「明日来ます」 (just as they were said) ──> [ + と ] ──> [ + 言いました ] ──> Tanaka said, "I will come tomorrow."

せんせいはあしたやすみだといいました。
