Add 「と思います」(to omoimasu) after a plain-form clause to say "I think that ~." The key rule: the word before 「と」is always in plain form — never です／ます. So 「行く」not 「行きます」, and 「高い」not 「高いです」. An i-adjective attaches directly (「高いと思います」).
