Here 「が」is not the subject particle but a conjunction meaning "but / however," joining two sentences to show contrast. Put が at the end of the first complete sentence, then add the second: 「S1が、S2」. Example: このラーメンはおいしいですが、高いです (kono raamen wa oishii desu ga, takai desu) = "This ramen is tasty, but expensive." This が differs from the subject-marking が — it comes after です/ます at the end of a clause.
