When the subject is a thing and not a person, mark it with は or が and use the passive: この 建物は 1950年に 建てられました. You do not have to say who built it, or everyone already knows, so no person is added with に. Notices, events and news use this form: 会議は 来週 開かれます. 祭りは 毎年 6月に 行われます. Note that 行います also goes い → わ, giving 行われます (okonawaremasu). This pattern carries no "it troubled me" feeling — it is neutral and formal, which is why you see it on notice boards and in announcements.
