できます has two meanings. **1) Is possible, can be done** — ここで 予約が できます (you can book here). This is the potential form of する, so it becomes 〜が できます. **2) Is finished, is ready, has come into being** — 食事が できました (the meal is ready), 新しい 店が できました (a new shop has opened). Both take が. Context tells you which: talk of the future or of possibility means "is possible", while 〜ました usually means "is ready".
