The basic way to say an inanimate thing exists in a place.

「〜に 〜が あります」says that an inanimate thing (a book, a TV, a building…) exists in a place. Mark the place with に (the location particle) and the thing with が, then end with あります. e.g. へやに テレビが あります (heya ni terebi ga arimasu) = 'There is a TV in the room.' Remember — あります is only for non-living things and plants; use います for people and animals.
