「〜に 〜が います」says that a living thing — a person or animal — exists in a place. The pattern is the same: place + に, living thing + が, then います. e.g. へやに ねこが います (heya ni neko ga imasu) = 'There is a cat in the room.' For inanimate things use あります, not います.
