Meaning
- For events — a party, a test, a meeting, a festival — あります means "takes place".
- Since an event is a happening, the place takes で: 学校でテストがあります (There is a test at school).
Versus what you know
- In Lesson 10 あります meant "there is" and the place took に (へやにテレビがあります).
- Recall the Lesson 6 rule — a place where something happens = で, a place where something sits = に.
