Inside the modifying clause the subject is marked with が (not は). The described noun can be the subject (が), the object (を), or the target/place (に) of the clause. In 「ケーキをつくった人」 the 人 is the subject; in 「母がつくったケーキ」 the ケーキ is the object; in 「私が行く学校」 the 学校 is the destination (学校に行く).
